Bio
Dr. Roos is the Acting Deputy Joint Program Executive Officer for Medical and Operations within the Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD), located at Aberdeen Proving Ground, Maryland. In this role, he participates in all aspects of planning, directing, managing, coordinating, reporting and evaluating JPEO-CBD programs for medical defense against chemical, biological, radiological and nuclear (CBRN) threats. Specifically, Dr. Roos leads the execution of a portfolio of CBRN defense programs totaling ~$500M annually while motivating a diverse 700+ person multi-disciplinary team of acquisition professionals, engineers, scientists, human resource professionals, and administrative staff. In his operations role, he oversees JPEO-CBD internal task prioritization system as well as international efforts in support of DoD, interagency, and combatant commander initiatives. Dr. Roos is the primary interface with the science and technology (S&T) community, responsible for coordinating CBRN defense technology needs with DoD S&T agencies, interagency elements, international partners and commercial industry. Dr. Roos regularly engages with Congressional members and staff, the Assistant Secretary of the Army for Acquisition Logistics and Technology, the Office of the Secretary of Defense for Acquisition Technology and Logistics and the Joint Staff on matters related to CBRN defense program management and execution. Dr. Roos has previously held numerous management positions within the JPEO-CBD, leading innovation and reform in CBRN defense acquisition. He was previously the Director of the Biosurveillance Management Office (BMO), managing a portfolio of programs to field capabilities to enable early detection and warning of global health threats. Prior to the BMO, Dr. Roos led the JPEO-CBD’s Joint Product Management Office for Biosurveillance – Provisional (JPdMO BSV-P) at which he conducted total life cycle management of the Joint Biological Agent Identification and Diagnostic System (JBAIDS), Next Generation Diagnostic System (NGDS), and the Critical Reagents Program (CRP). Dr. Roos holds a Bachelor of Arts Degree in Chemistry from the College of the Holy Cross (1996), a PhD in Biochemistry, Cellular and Molecular Biology from the Johns Hopkins University (JHU) School of Medicine (2002), and a Master of Science in National Resource Strategy, from The Eisenhower School at National Defense University (2016). He is a Certified Acquisition Professional (Level 3/3 in Science and Technology Management). Dr. Roos’ awards include the US Army Meritorious Civilian Service Award (2015), US Army Superior Civilian Service Award (2015), US Army Achievement Medal for Civilian Service (2015), US Army Superior Civilian Service Award (2014), US Army Superior Civilian Service Award (2013), US Army Commander’s Award for Civilian Service (2013), as well as Special Act Awards (March 2010, June 2010, and 2009). Dr. Roos enjoys spending time with his wife have two daughters.
